The RPG Maker Tileset Builder is designed to help people arrange the tilesets that came with RPG Maker into tilesets that better suit their game. I will need feedback to determine if this issue still exists. Note: The old program had issues running on Windows 10 system that are not used for applications development. New version! Fixes an issue where A3 tilesets could not be saved.
